Treasury Control: 48% of XCAV tokens are allocated to a community treasury. Token holders decide how funds are spent to support growth, innovation, or local incentives.

Regional Autonomy: Local operators can be bonded, approved, or removed by governance vote, enabling region-specific rules while maintaining global standards.
